RBI Proposes Higher Home Loan Limits for Rural Cooperative Banks to Expand Housing Access

The Reserve Bank of India (RBI) has proposed a major revision to housing loan rules for rural cooperative banks, a move that could significantly improve access to home finance for people living in smaller towns and villages. If the proposals are implemented, eligible cooperative banks will be able to offer substantially larger home loans, reducing the need for borrowers to approach multiple lenders to finance a house purchase or construction.

The draft framework introduces a tiered lending system based on the deposit base of each rural cooperative bank. Institutions with stronger deposit levels would be allowed to extend larger housing loans, while smaller banks would receive lower lending limits that better reflect their financial capacity. The RBI believes this approach can strengthen credit availability without compromising the stability of the cooperative banking sector.

Under the proposal, rural cooperative banks holding deposits above ₹10,000 crore could provide housing loans of up to ₹3 crore to an individual borrower. Banks with deposits between ₹1,000 crore and ₹10,000 crore would be permitted to lend up to ₹2 crore. Institutions with deposits ranging from ₹100 crore to ₹1,000 crore could sanction loans of up to ₹1.4 crore, while banks with deposits below ₹100 crore would be able to extend housing loans up to ₹60 lakh.

The proposed changes are expected to benefit aspiring homeowners, especially in semi-urban and rural regions where cooperative banks often serve as the primary financial institutions. Higher loan ceilings would enable borrowers to finance larger portions of property purchases or construction costs through a single lender, simplifying the borrowing process and potentially reducing paperwork and financing delays.

The RBI has also suggested greater flexibility in determining repayment periods. Rural cooperative banks with deposits exceeding ₹1,000 crore may be allowed to decide loan tenures through board-approved internal policies. Other eligible cooperative banks could provide repayment periods of up to 20 years, including any approved moratorium. This longer tenure may help borrowers manage monthly instalments more comfortably over an extended period.

Another notable feature of the proposal concerns under-construction homes. Borrowers purchasing such properties may receive a moratorium of up to 24 months before regular loan repayments begin. This arrangement could ease financial pressure during the construction phase, allowing buyers additional time before equated monthly instalments (EMIs) commence.

The draft guidelines also seek to widen access to credit by allowing nominal members of rural cooperative banks to become eligible for loans, provided such lending is permitted under the relevant state cooperative laws. This could bring more customers into the formal banking system and improve financial inclusion in areas where cooperative institutions play an important role in local lending.

In addition to housing finance, the proposed framework outlines acceptable forms of collateral for loans. Borrowers may be able to secure credit against fixed deposits, gold or silver jewellery, life insurance policies, and government securities, giving customers more options when seeking financial assistance for housing or other approved purposes.

The proposal forms part of the RBI's broader efforts to strengthen and modernize India's cooperative banking sector. Alongside these housing loan reforms, the central bank has recently announced several regulatory initiatives aimed at improving governance, transparency, and operational efficiency across cooperative banks. These measures are intended to expand financial inclusion while ensuring that cooperative institutions remain financially resilient.

Although the revised lending limits are still in the draft stage and will take effect only after the regulatory process is completed, they represent a significant policy shift for rural cooperative banking. If finalized, the changes could provide millions of prospective homeowners with easier access to larger home loans, particularly in regions where cooperative banks remain a trusted source of credit. By aligning lending limits with the financial strength of individual banks, the RBI aims to support housing demand while encouraging sustainable growth within the cooperative banking network.
