India-China to Strengthen Military Communication Along LAC With New Meeting Points and Hotlines
India and China are preparing to expand direct military communication along their disputed Himalayan boundary, with new meeting locations and dedicated hotline channels planned for the eastern and central sectors of the Line of Actual Control (LAC).
The move is aimed at creating more regular and structured contact between commanders on both sides and reducing the possibility of local incidents escalating into larger confrontations. The latest arrangements follow recent discussions between Indian National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi, who serve as the two countries’ Special Representatives on the boundary question.
According to information reported by ThePrint, Joshimath in Uttarakhand and Tawang in Arunachal Pradesh have been identified as Indian-side locations for two additional Border Personnel Meeting (BPM) points. These locations are expected to support higher-level military discussions involving commanders responsible for operations in their respective sectors.
New Communication Channels for Eastern and Central Sectors
The planned expansion includes two additional military hotlines. One will connect India’s Eastern Army Command with its corresponding Chinese military command, while another will link the Indian Central Army Command with its Chinese counterpart.
The purpose of these direct channels is to give military authorities a faster way to communicate during situations that could otherwise require messages to move through several levels of command.
The development is particularly important because the India-China border extends across several geographically distinct areas. Military communication mechanisms that work in one sector may not necessarily provide an equally direct channel for commanders operating elsewhere.
The latest plan therefore represents an attempt to establish a broader communication structure covering the LAC rather than concentrating mechanisms primarily around eastern Ladakh.
Joshimath and Tawang to Host New Meeting Mechanisms
Joshimath is expected to become the Indian-side meeting location for the central sector, while Tawang has been selected for the eastern sector.
Border Personnel Meetings have long been used by the Indian and Chinese militaries as designated venues for maintaining contact, discussing local developments and holding official interactions between personnel deployed along the frontier.
The proposed arrangements would extend this framework by allowing more senior military commanders to engage directly in the central and eastern sectors.
The experience of military-to-military discussions in eastern Ladakh is an important factor behind the expansion. After the 2020 border crisis, Corps Commander-level discussions became a key channel through which the two sides attempted to address military tensions and negotiate disengagement arrangements.
The new framework seeks to apply some of those lessons to other parts of the LAC.
Lessons From the 2020 Border Crisis
The military confrontation in eastern Ladakh highlighted the risks created when troops deployed in close proximity lack sufficiently direct communication channels.
Before the 2020 crisis, senior military discussions between India and China were largely handled through the commanders overseeing the broader theatres. The subsequent standoff resulted in a greater emphasis on communication between commanders closer to the ground.
Corps Commander-level meetings subsequently became an important part of efforts to manage tensions in eastern Ladakh. Such discussions provided military officers with an avenue to exchange information, address developments and negotiate measures intended to prevent further escalation.
The proposed mechanisms in Uttarakhand and Arunachal Pradesh indicate that the two countries now want similar channels available beyond Ladakh.
Moving Toward a Wider LAC Communication Network
The latest decisions are linked to an earlier understanding between the two sides to develop General Level Mechanisms in the eastern and central sectors, alongside the mechanism already operating in the western sector.
This would create a more comprehensive system in which military authorities have institutionalised avenues for communication across different portions of the India-China boundary.
The arrangement could prove particularly useful when an incident occurs in a remote or sensitive area. Instead of relying solely on higher diplomatic or military headquarters to initiate communication, commanders responsible for the affected operational areas would have established channels through which they could engage their counterparts.
Such communication does not by itself resolve the larger boundary dispute. However, it can help manage situations where differing perceptions, patrol movements or other local developments create tension between forces.
Significance for India-China Relations
The expansion comes as India and China continue efforts to stabilise relations following years of military tension along the LAC.
The establishment of additional meeting points and hotlines suggests that both sides see sustained military communication as an important element of border management.
For India, the arrangements provide additional mechanisms for maintaining contact with Chinese forces across strategically important sectors, including areas of Uttarakhand and Arunachal Pradesh. For China, the system creates formal avenues for communicating with Indian commanders operating in corresponding regions.
The immediate objective is therefore practical: keep military communication open, improve the ability to address incidents quickly and reduce the chances of misunderstandings developing into wider confrontations.
The planned facilities at Joshimath and Tawang, together with the additional hotline channels, mark an expansion of the communication architecture along the LAC. Their effectiveness will ultimately depend on how consistently the mechanisms are used and whether both sides continue to maintain dialogue during periods of heightened tension.
